The best tools for making Facebook and Instagram video ads

Start with what you already have. With good product photos, try Meta's own Advantage+ creative in Ads Manager first. With phone footage, a free editor like CapCut is enough. With only a product page, a generator like RhythmAds (ours) builds the whole ad. And if you want real people on camera without doing the work, use a service like Icon.

Updated

We make RhythmAds, and it's on this list. Every pick, ours included, says where it falls short.

How we judged

What you need to bring
Photos, your own footage, or nothing but a product page. The right tool depends mostly on this, so the list is roughly ordered by it, from least new work to most help.
Cost to start
Before paying monthly for anything, use what is free or already part of a tool you pay for. We list free plans and trials where the company states them.
Fit with how you run Meta ads
Ads end up in Ads Manager. A tool that works inside it, or reads your results from it, saves exporting, uploading and guessing.
Skill and time it asks of you
An editor gives you full control and asks for hours. A generator or a service asks for minutes or a brief, and gives up some control in return.

The picks

  1. 1. Meta Advantage+ creative

Best for: Anyone already running Meta ads with decent product photos or videos, before buying another tool.

It is built into Ads Manager during campaign setup, so there's nothing new to learn or buy. Meta says it uses AI to generate and enhance ad variations across single image, video and carousel ads. Its developer docs describe an image animation option that turns a static image into a short animated video, plus video touch-ups like auto-cropping or expanding a video to fit more placements. You can preview AI changes before the ad goes live and turn enhancements off at any time.

Where it falls short: It improves and varies the creative you give it; the docs we read don't describe it writing a script or building a new ad concept from a product page. Some enhancements may be on by default, so check previews before publishing.

  2. 2. CapCut

Best for: Store owners who shoot on their phone and are happy to edit the ad themselves.

CapCut's online editor is free to try with no credit card, covers cutting, trimming, transitions and subtitles, and has templates for promos and ads. Its site says exports carry no watermark. For a founder or customer clip shot on a phone, this is often all you need.

Where it falls short: You do the thinking and the editing: hook, structure and captions are on you. It isn't built around Meta ads or your Meta results, and its homepage doesn't mention starting from a product link.

  3. 3. Captions

Best for: Creators and brands with their own footage who want AI to do the edit.

You add your own footage and Captions returns a fully edited video: cuts, B-roll, captions and music. It is free to sign up, though the best features need a subscription. A good step up from editing by hand.

Where it falls short: It needs footage to start. If you have none, it can't make the ad from your product page.

  4. 4. InVideo AI

Best for: Teams with plenty of footage who want many cuts of it for different placements.

Upload footage and describe the edit in plain words; it says it can turn that into edited cuts, including dozens of vertical cuts for every channel. Handy when one shoot needs to become many ad versions.

Where it falls short: Like Captions, it is an editor for footage you already have, and it isn't specific to Meta ads.

  5. 5. RhythmAds

    Ours

Best for: Store owners with a product page and photos but no footage, who want finished Meta ads.

We make it. Paste your product page link and you get a storyboard for a 13 to 19 second ad, free before sign-up. Each ad is built for Meta: 9:16 and 4:5 sizes with text and captions kept clear of the parts Facebook and Instagram cover, a policy pre-check before publishing, and, if you connect your ad account, each ad's results and hook rate in plain English. You can publish to Meta from the app. Plans start at $19 a month billed yearly, for 2 finished ads a month.

Where it falls short: Meta only. It isn't an editor for your own long footage, so if you have good footage, the two editors above suit you better. AI presenters are stock, and there are no human creators. We're new, with no published performance numbers yet.

  6. 6. Zeely

Best for: Small sellers who'd rather run their Meta campaigns from a simpler app than Ads Manager.

Zeely makes video ads, AI avatar ads, image ads and carousels from text or a product image, then runs them on Meta from the app and ranks them by spend, CTR, CPA and ROAS.

Where it falls short: If you're comfortable in Ads Manager, running campaigns elsewhere adds a layer. It doesn't start from a product link.

  7. 7. Icon (human creators, done for you)

Best for: Brands that want real people filming the product, with a creative director running the brief.

Icon now makes human UGC ads, describing them as no AI and 100% real. You choose the product, creator types and formats, meet a creative director, and get 6 ads (2 creators x 3 ads) plus raw footage and B-roll. It says you don't pay until you review 6 scripts, which meets the see-before-you-pay test well.

Where it falls short: Real filming takes time: Icon says ads arrive 12 to 16 days after creators receive the product. That's too slow for weekly hook testing on its own. We didn't read its pricing for this page.

When to skip all of these

Skip new tools if you're spending little on Meta and have one ad that works: make two versions of it with a new hook in Ads Manager or on your phone, and test those first. If you spend enough that creative is your main lever and you have no time to manage it, an agency or a managed creator service may be worth more than any tool.

Questions

Can I make a video ad inside Meta Ads Manager for free?
Meta's Advantage+ creative is part of Ads Manager campaign setup, and its docs describe turning a static image into a short animated video. You pay for the ads you run, not for a separate tool. It works from creative you upload, so you still need good photos or video.
Is a free editor like CapCut enough for Meta ads?
Often, yes, if you have footage and an hour. Shoot vertical, put the hook in the first three seconds, add captions for people watching with sound off, and keep text away from the top and bottom of a 9:16 frame where Instagram puts its buttons.
Which video size should I make for Facebook and Instagram?
Make 9:16 for Reels and Stories and 4:5 for Feed if you can. Our Meta video ad specs page lists the sizes and safe zones, with sources.
How is this list different from your AI video ad generators list?
That list compares only AI tools that make the ad for you. This one starts from what you already have, so it includes Meta's own tools, editors for your footage and a human creator service.
